An example source master network device receives first information from a target master network device, where the first information includes information about M candidate primary cells and information about N candidate primary secondary cells. The source master network device sends the first information to a terminal device. The source master network device receives measurement results of a part or all of the M candidate primary cells from the terminal device. The source master network device sends a handover command to the terminal device, to indicate the terminal device to be handed over to a target candidate primary cell and connected to a target candidate primary secondary cell.
