Embodiments of this application provide a communication method and apparatus. The method includes: A terminal device determines a quantity of resource blocks (RBs), occupied by a first control resource set in frequency domain within a first bandwidth and a frequency domain start position of the first control resource set, and a quantity of RBs occupied by a second control resource set in frequency domain within a second bandwidth and a frequency domain start position of the second control resource set, and the quantity of RBs of the first control resource set in frequency domain is less than a minimum quantity of RBs of the second control resource set in frequency domain; and receives a physical downlink control channel (PDCCH) in the first control resource set, wherein the PDCCH is for scheduling a system information block 1, which can improve transmission performance of the PDCCH.
