Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may transmit an uplink message, via a configured grant, while the UE is in an inactive state, the uplink message including a request to resume a connection and uplink data. The UE may initiate a random access channel (RACH) procedure based at least in part on the configured grant being unsuitable for subsequent transmissions of the uplink data. The UE may transmit at least a portion of the uplink data via a message of the RACH procedure. Numerous other aspects are described.
