The light detection and ranging system includes a LIDAR scanning mirror; a processor configured to control the LIDAR scanning mirror; a first position sensor configured to determine a first position and a second position sensor configured to detect a second position of the LIDAR scanning mirror. The processor is configured to determine whether an eye-safety criterion is met based on the first position and the second position, and control light output of the LIDAR system based on whether the eye-safety criterion is met.
