The method can include configuring or updating, by a network device, a target value of a maximum number of uplink and/or downlink transport layers of a terminal device over an activated BWP, where the target value is selected in a configuration set for a number of transport layers corresponding to the BWP. The method can further include indicating, by the network device, the target value of the maximum number of uplink and/or downlink transport layers to the terminal device.
