Provided is a terminal including a receiver, which, in operation, receives a Channel State Information Reference Signal (CSI-RS) candidate list for CSI-RS configuration information. The CSI-RS candidate list is indicated as Radio Resource Control (RRC) control information for respective terminals. The terminal further includes circuitry, which, in operation, specifies at least one CSI-RS resource information of a measurement target based on the CSI-RS candidate list, and measures a reception power using the specified CSI-RS resource information.
