To detect that a surveillance-target person is in a prohibited facility, the present invention provides a processing apparatus including: an acquisition unit that acquires position information of a surveillance-target person; a decision unit that decides whether the surveillance-target person is in a prohibited facility, based on registration information in which the prohibited facility is registered for each surveillance-target person, and based on the position information; and a processing unit that executes predetermined processing when the surveillance-target person is decided to be in the prohibited facility.
