In an example embodiment, a terminal device obtains time information, where the time information is for determining a first time period and a second time period. The terminal device receives a first signal from a first network device in the first time period, where the first signal is for paging or waking up the terminal device, and the terminal receives second information from the first network device in the second time period, where the second signal is for paging the terminal device, or indicates to the terminal device whether to receive paging, where a signal format of the first signal and a signal format of the second signal are different, and the signal format includes at least one of: coding, modulation, and multiple access.
