An obtaining unit obtains a first image in which an advancing direction of a vehicle is captured and a second image in which the advancing direction of the vehicle is captured at a time different from a time when the first image is captured. A setting unit sets a partial area including a light source provided in a preceding vehicle that precedes the vehicle in an image in which the advancing direction of the vehicle is captured, based on the first image and the second image. An evaluating unit evaluates periodicity of light emission of the light source, based on the partial areas in a plurality of images in which the advancing direction of the vehicle is captured. An identifying unit identifies a type of the light source, based on the periodicity.
