A method performed by an apparatus in a non-radio resource control (RRC) connected state includes performing a first RRC connection resume procedure for a radio access network-based notification area update in response to a first preset condition being met. The first preset condition includes determining that a first timer does not run and a second timer expires, or the first preset condition includes determining that the apparatus receives a system information block 1 of a first serving cell, the first serving cell does not belong to a configured radio access network-based notification area, and the first timer does not run, and the first timer is started in response to the apparatus initiating a second RRC connection resume procedure for small data transmission, and the second timer is started in response to the apparatus receiving a RRC release message comprising a duration of the second timer.
