An image decoding method according to the present document comprises the steps of: deriving corrected transform coefficients on the basis of secondary inverse transformation with respect to transform coefficients; and deriving residual samples for a target block on the basis of primary inverse transformation with respect to the corrected transform coefficients, wherein, on the basis of which the size of the target block is M×N (M≥16, N≥16), L (48<L≤96) corrected transform coefficients may be arrayed in an output area on the upper-left end of the target block.
