The processor may determine whether there is an attempt to fuel the vehicle. When it is determined that there is the attempt to fuel the vehicle, the processor may enter a refueling mode to maintain a state in which the engine is turned off, and when refueling is completed, the processor may release the refueling mode to turn on the engine according to an engine starting condition.
