A vehicle control apparatus and a method thereof are provided. The vehicle control apparatus includes a first detection device that detects biometric information of a passenger in a vehicle using a sensor and a processor electrically connected with the first detection device. The processor: determines whether to approve a predetermined autonomous driving level based on the biometric information; determines whether the passenger has dementia based on voice interaction in response to determining that the predetermined autonomous driving level is not approved; and determines whether to perform autonomous driving based on the result of determining whether the passenger has dementia.
