A power control method and apparatus are disclosed, the method is applied to a terminal that has a capability of supporting being configured with a plurality of control resource set pool indexes and/or that is configured with the plurality of control resource set pool indexes. The method includes: receiving a first physical downlink control channel sent by a network device (S), where the first physical downlink control channel carries a power offset corresponding to a physical downlink control channel; determining a transmit power based on a power control process corresponding to the network device (S), where the power control process is for accumulating power offsets indicated by the network device, and determining the transmit power for the physical downlink control channel based on an accumulation result; and sending the physical downlink control channel to the network device at the transmit power (S).
