Embodiments of this application provide a multi-carrier scheduling method. A network device configures first DCI for scheduling a plurality of carriers, to reduce PDCCH resource overheads. In addition, when the network device configures the first DCI and other DCI (for example, second DCI), monitoring bit lengths of the two pieces of DCI are aligned, to obtain a monitoring bit length for blind detection. This can reduce blind detection complexity of blind detection performed by a terminal device on DCI, and improve system transmission performance.
