The technology of this application relates to a method for selecting a network element in a communication sensing service and a communication apparatus. In the method, a radio access network element, an access and mobility management function network element, and a sensing network element each having a sensing capability can register the sensing capability with a network repository function network element. After receiving a sensing service request, a network exposure function network element, the access and mobility management function network element, or the sensing network element selects an appropriate network element based on the sensing capability of each network element (for example, the radio access network element, the access and mobility management function network element, or the sensing network element) registered with the network repository function network element, to select the appropriate network element for a sensing service, to support the sensing service in an end-to-end manner.
