A network optimization method includes sending, by a first access network device, first information to a terminal device, and receiving, by the first access network device, second information from the terminal device. The first information includes application layer measurement configuration information, network slice scope information or a service type. The network slice scope information includes at least one network slice identifier. The second information includes a first application layer measurement result corresponding to the first information and identification information corresponding to the first application layer measurement result. The identification information includes an identifier of a protocol data unit (PDU) session.
