This application provides a communication method and apparatus. The method includes: A network device performs first security processing on user plane control data. The first security processing includes encryption processing and/or integrity protection processing. The network device sends processed user plane control data to a terminal device. The user plane control data includes a MAC layer control PDU and a MAC CE. The terminal device performs decryption processing and/or integrity verification processing on the received user plane control data. In this way, network security is improved.
