Abstract: a novel cosmetic skin care composition is provided which comprises a low viscosity oil-in-water emulsion which is stable despite having a high proportion of oil. the invented formulations are suitable for application to all skin, with several embodiments described herein being configured to be particularly beneficial for hard-to-reach areas like the scalp. a method of formulating said composition as a low viscosity stable emulsion is also provided.
