An image encoding/decoding method, a bitstream transmission method, and a computer-readable recording medium storing the bitstream therein are provided. The image decoding method according to the present disclosure, which is an image decoding method performed by an image decoding device, may comprise the steps of: constructing a prediction candidate list for a current block; deriving an error value for the current block on the basis of whether a reference picture referred to by a prediction candidate in the prediction candidate list is a resampled reference picture; and reordering an order of the prediction candidates in the prediction candidate list on the basis of the error value, wherein the error value is derived to a predetermined value on the basis of the reference picture being a resampled reference picture.
