A surveillance apparatus () includes: a position information acquisition unit () that acquires suitable position information allowing determination of a suitable installation position of an image capture apparatus that surveilles a surveillance target position; an image acquisition unit () that acquires an image in which an area where the image capture apparatus may be installed is captured; a determination unit () that determines the suitable installation position in the image by using the suitable position information; and a display processing unit () that causes a display unit to display the determined suitable installation position by superimposition on the image.
