An object of the present disclosure is to provide a monitoring system capable of achieving efficient and robust security in an environment in which there are files of various importance levels. The monitoring system according to the present disclosure includes: reception means () for receiving an instruction to access an instruction to access data including confidential information and identification information that is used to identify a user who uses the data; display means () for displaying data when the input identification information on the user matches identification information associated with a user who is permitted to view the data; and execution means () for executing security processing in accordance with the confidential level associated with the data in advance while the data is being displayed on the display means ().
