a vehicle information management device includes: a processor, wherein the processor is configured to: before a vehicle arrives at a planned vehicle boarding area of a user, acquire road surface information of the planned vehicle boarding area; based on the road surface information, determine whether or not a road surface height of a planned vehicle boarding position, at which the user is waiting at the planned vehicle boarding area, is a height at which a ramp of the vehicle can be deployed; and in a case in which the road surface height is determined to not be a height at which the ramp can be deployed, propose a change of the planned vehicle boarding position to the user.
