this application relates to the field of communication technologies, and discloses a communication method and apparatus. the method includes: a network device determines energy saving information of a first cell, where the energy saving information indicates a compensation value corresponding to a first energy saving state, and when the first cell is in the first energy saving state, the compensation value is used to compensate a measurement value of an ssb associated with the compensation value; and sends the energy saving information to a terminal device. according to the method, the network device may perform an energy saving operation on the ssb (for example, reducing a transmit power of the ssb), and send the energy saving information of the first cell to the terminal device.
