a method may include transmitting a request groupcast message to a plurality of user equipment for their respective preferred or non-preferred resources. the method may also include receiving an information message including the preferred or the non-preferred resources from each user equipment of the plurality of user equipment in response to the request groupcast message. the method may further include identifying, based on the information message, at least one resource from the preferred or non-preferred resources for selection by the plurality of user equipment. in addition, the method may include notifying, via information tethering, to each user equipment of the plurality of user equipment, the identified at least one resource that corresponds to the apparatus and to each user equipment of the plurality of user equipment.
