Determining an effective quality of service (QOS) in mobile communication by receiving a first QoS indication from a first mobile network operator (MNO) and a second QoS indication from a second MNO, wherein the first QoS and the second QoS are defined according to different QoS models for a terminal. The first QoS and the second QoS are translated to a uniform format of the QoS. The first MNO or the second MNO is selected to provide a service that is based on the translated first QoS and the translated second QoS. By translating different QoS models to a common format and selecting the MNO based on the translated QOS values, an effective QoS can be determined and utilized for mobile communication services across multiple networks.
