this application provides a data transmission method and apparatus, to resolve a problem that flexibility of a data packet transmission mode in a passive internet of things is poor. the method includes: receiving a first message, where the first message is used to request to perform an operation on information about an electronic tag; obtaining first information; determining a transmission mode based on the first information, where the transmission mode is transmission via a user plane; and triggering establishment of a transmission channel between an access network device and a user plane function network element, where the transmission channel is used for transmission of a result of the operation on the information about the electronic tag. in the foregoing mode, the tag management function may flexibly select a transmission path, and may select the user plane for transmission, so that signaling overheads can be reduced.
