The control apparatus includes: a calculation unit that calculates a channel gain between the wireless terminal and the wireless apparatus when a beam is used, by using a reference signal transmitted by the wireless terminal using the beam; an estimation unit that estimates reception quality when the wireless terminal performs reception by using the beam, based on the channel gain and transmission power of the wireless apparatus; and an allocation unit that allocates at least one of a radio resource and a modulation and coding scheme to the wireless terminal, based on the reception quality.
