a measurement method and apparatus, and a terminal are provided. the measurement method includes: obtaining, by a terminal, measurement performance of a first object. the first object includes any one of the following: a cell defining synchronization signal block (cd ssb) of a first bandwidth part (bwp) and a non cell defining synchronization signal block (ncd ssb) of a second bwp; or the ncd ssb of the second bwp. the first bwp is a bwp includes a cd ssb, and the second bwp is a bwp includes an ncd ssb. the measurement method further includes controlling, by the terminal, radio resource management (rrm) measurement according to the measurement performance of the first object. in the embodiments of this application, load balancing can be implemented on a network side.
