a method and an apparatus are disclosed for video coding an improved merge with motion vector difference. the video coding method and the apparatus generate a bi-directional motion vector difference adaptively to bi-prediction motion information by using a derived uni-directional motion vector difference according to a merge mode with motion vector difference (mmvd) mode. the video coding method and the apparatus adaptively apply the generated bi-directional motion vector difference to an arbitrary uni-directional reference picture or bi-directional reference pictures.
