according to one embodiment of the present disclosure, a method by which a decoding device decodes an image is provided. the method comprises the steps of: acquiring image information including primary most probable mode (mpm) flag information and secondary mpm flag information; configuring an mpm list including candidate intra prediction modes for the current block on the basis of the primary mpm flag information and/or the secondary mpm flag information; deriving an intra prediction mode for the current block from among the candidate intra prediction modes included in the mpm list; generating a prediction sample for the current block on the basis of the intra prediction mode; generating a restoration sample for the current block on the basis of the prediction sample.
