the technology of this application relates to a terminal device configured to receive a first message from a first access network device, where the first message is used by the terminal device to obtain a timing advance (ta) of the terminal device in a target cell, and the target cell is not a cell currently accessed by the terminal device. the terminal device is configured to send a second message to the first access network device, where the second message indicates that the terminal device has completed configuration of the target cell. in embodiments of this application, the terminal device is configured to receive the first message from the first access network device.
