a pickup and drop-off vehicle management system includes: a dispatch cancellation confirmation section; and a dispatched pickup and drop-off vehicle changing section. the dispatch cancellation confirmation section transmits dispatch cancellation confirmation information to a driver terminal when a substitution pickup and drop-off vehicle extraction section extracts a second pickup and drop-off vehicle. the dispatch cancellation confirmation information is for asking whether to accept the cancellation of reservation-based dispatch. the dispatched pickup and drop-off vehicle changing section cancels the arrangement of the reservation-based dispatch of a first pickup and drop-off vehicle when dispatch cancellation request information is received and arranges dispatch of a second pickup and drop-off vehicle that covers a target flight after a delay in estimated arrival time or a change of an arrival point.
