A network repository function (NRF) receives, from a session management function (SMF), a discovery request for at least one user plane function (UPF) that supports a layer 2 tunneling protocol (L2TP) tunnel. The NRF determines, in response to the discovery request, a first UPF that supports the L2TP tunnel. The NRF transmits, to the SMF, a discovery response comprising an identity of the first UPF that supports the L2TP tunnel.
