The first indication information indicates a first frequency domain resource. The terminal device transmits a first channel on the first frequency domain resource. The first frequency domain resource belongs to a first frequency domain unit of a BWP, the BWP further includes a second frequency domain unit, and a transmission direction of a signal on the second frequency domain unit and a transmission direction of a signal on the first frequency domain unit are independently configured, so that resource indication is more flexible, and resource conflicts are reduced.
