The present invention provides a vehicle control system, a vehicle control device, and a vehicle control method that are highly safe and prevent an own vehicle from suddenly starting during a two-stage stop. A vehicle control system includes an external environment recognition unit that recognizes external environment information that is information on the surroundings of the vehicle; a driver monitoring unit that detects the direction of the line of sight of a driver of the vehicle; a brake holding unit that maintains the state of operation of brakes of the vehicle; a brake holding control unit that controls the turning ON or OFF of the brake holding unit ; and a driver monitoring condition generation unit that generates, on the basis of the external environment information detected by the external environment recognition unit, a line-of-sight condition of the driver's line of sight to be detected by the driver monitoring unit. The brake holding control unit performs control to turn off the brake holding unit in a case where the driver's line of sight detected by the driver monitoring unit satisfies the line-of-sight condition.
