the disclosure relates to a 5g or 6g communication system for supporting a higher data transmission rate. according to an embodiment of the disclosure, a method of a first base station may be provided, the method comprising the steps of: receiving a radio resource control (rrc) resume message for small data transmission (sdt) from an rrc inactive terminal; transmitting a first message for requesting of a terminal context to a second base station, wherein the first message includes an sdt indicator; in case that the terminal context is not relocated for the sdt, receiving a second message including partial information of the entire context of the terminal, which is included in the second base station; and based on the partial information of the second message, transferring uplink data of the terminal to the second base station.
