A user terminal - can wirelessly or preferentially connect to a router  to communicate with an upper network , and can communicate with another network  via a mobile line. An ONU  generates a disconnection notification in a case where congestion exceeding a reference is recognized in the PON communicating with the upper network , and generates a connection notification when the congestion is resolved. The router  stores the user terminal - that can communicate with another network  among the user terminals - to - being connected. In addition, the router  disconnects the connection with the user terminal - that can communicate with another network  when the disconnection notification is generated, and attempts reconnection with the user terminal - that has been disconnected when the connection notification is generated.
