The method includes: A first electronic device establishes a first-level communication relationship with a second electronic device, where the first-level communication relationship is used to indicate the first electronic device to provide a preset capability for the second electronic device; a third electronic device sends a second-level communication relationship establishment request to the second electronic device, where the second-level communication relationship establishment request is used by the third electronic device to obtain, from the second electronic device, authorization to use the preset capability by using the second electronic device; and the second electronic device may grants establishment of a second-level communication relationship and establish the second-level communication relationship with the third electronic device.
