Embodiments of this application provide a beam management method and an apparatus, to efficiently notify a beam, avoid a complex and redundant indication instruction, and reduce signaling overheads. The method includes: A terminal device receives beam configuration information from a network device, where the beam configuration information includes configuration information of one or more common beams, and the one or more common beams include any one of the following: a separate common beam used for uplink transmission or downlink transmission and a joint common beam used for uplink transmission and downlink transmission. The terminal device receives beam activation information from the network device, where the beam activation information is used to activate some of the one or more common beams. The terminal device receives beam indication information from the network device, where the beam indication information indicates one or more of the some common beams.
