The N data blocks include a first data block and a second data block. N is a positive integer greater than or equal to 2. The first data block is modulated based on a first modulation and coding scheme MCS, and the second data block is modulated based on a second MCS. Implementation of embodiments of this application helps ensure reliability of downlink data transmission.
