According to an embodiment of the disclosure, a method performed by an AMF of a VPLMN in a wireless communication system supporting roaming comprises receiving, by the AMF, subscription information of a user equipment (UE) from a user data management (UDM) in a home public land mobile network (HPLMN) of the UE, and transmitting, to a first policy control function (PCF) of the VPLMN, first information associated with generation of a VPLMN UE route selection policy (URSP) based on the subscription information.
