The CORESET is divided into a first second physical time-frequency resource area and a second physical time-frequency resource area. The first physical time-frequency resource area is different from the second physical time-frequency resource area in time domain and/or frequency domain. A quantity of CCEs included in the first CCE set is determined based on a quantity of resource element groups (REGs) included in a first physical time-frequency resource. A quantity of CCEs included in the second CCE set is determined based on a quantity of REGs included in a second physical time-frequency resource.
