The uplink data sending method includes: when a plurality of transport blocks are transmittable on a same time-frequency resource of a same configured grant, selecting a first transport block from the plurality of transport blocks to transmit on the time-frequency resource, where the first transport block is a transport block to be retransmitted or a transport block with a highest logical channel priority among the plurality of transport blocks.
