The method includes: The electronic device receives a first message, where the first message includes configuration information of a secondary cell, and the secondary cell includes at least a serving cell corresponding to the second carrier. The electronic device configures, based on the configuration information of the secondary cell, the serving cell corresponding to the second carrier.
