The memory controller may be configured to determine a plurality of super memory blocks each including two or more of the plurality of memory blocks, calculate valid page counts of each of the plurality of super memory blocks, and determine a victim block for garbage collection based on a minimum value among the valid page counts of the plurality of super memory blocks and average value of the valid page counts of the plurality of super memory blocks. Furthermore, a dispersion of valid page counts of memory block groups within the super memory blocks may be used to determine the victim block.
