The UE may determine, based on a presence of data for transmission via the connection while in the inactive state, that one or more parameters associated with the connection meet a threshold criteria, and transmit the data via the connection while in the inactive state. The threshold criteria may be, for example, a cell energy of a serving cell associated with the connection, and an amount of data to be transmitted may be below a size threshold associated with a small data transmission.
