One embodiment provides an electronic processor to receive, from a smart device associated with a driver of the vehicle, driver data that includes an indicator regarding an ability of the driver to drive the vehicle; process the driver data through a first model to determine a current capability of the driver, the first model trained with previously received driver data for the driver; determine, based on the current capability of the driver and a current state of the vehicle, a command to control or prevent control of the vehicle; and provide the command to a system of the vehicle for execution.
