according to various embodiments, an electronic device comprises: memory storing instructions and at least one processor. the instructions, when executed by at least one processor, may cause the electronic device to: receive at least one radio resource control (rrc) reconfiguration message from a serving cell; perform measurement for at least one neighboring cell based on information associated with conditional reconfiguration confirmed on the basis of the at least one rrc reconfiguration message; and perform at least one procedure for handover to a target cell satisfying a specified condition, based on which a radio link failure with the serving cell is detected and at least a part of the measurement result for the at least one neighboring cell satisfies the specified condition confirmed based on the information associated with the conditional reconfiguration.
