the present invention relates to a method for transmitting a medium access control (mac) protocol data unit (pdu) by a user equipment (ue) in a wireless communication system. especially, the method includes the steps of generating the mac pdu; and based on a listen before talk (lbt) succeeding, transmitting the mac pdu on an uplink resource using a hybrid automatic repeat request (harq) process; wherein, based on the mac pdu including user data, a configured grant timer (cgt) and a configured grant retransmission timer (cgrt) for the harq process are started, and a status of the harq process is set to not pending, wherein, based on the mac pdu not including the user data and being multiplexed with uplink control information (uci), the cgt and the cgrt for the harq process are not started, and the status of the harq process is set to not pending.
